Justice Wood's the Rotten Apple Theory from Wood's Royal Commission.

The Hon Justice JRT Wood, in his final report on the New South
Wales Police Service in 1987 (“the Wood Royal Commission”), said at
26-27, paragraphs 2.6 and 2.7:
“2.6 The ‘rotten apple’ theory of police deviance by which
corruption has been understood in terms of individual
moral failure has been long discounted. The narrow
perspective of corruption offered by the rotten apple
theory has been criticised as a defensive approach which
denies the social determinants of corruption and the
reality that organisations can be corrupt:
Consequently it would seem that acceptance by police
managers and political elites, of a rotten apple concept of
police corruption, is a defensive, face-saving exercise. The
solution is simply seen as removing ‘bent’ officers without a
need to evaluate organisational procedures. It is, in essence, a
means of ‘papering over the cracks’ without admitting that
there is a fundamental problem of major significance (K Bryett
& A Harrison, Policing in the Community, Butterworths,
Sydney, 1993, p 74).
2.7 The Knapp Commission, reporting on police corruption
in New York in 1972, concluded that the New York City
Police Department’s (NYPD) reliance on the rotten apple
theory had functioned as an obstacle to meaningful

It perhaps says something that in practical terms one of the more successful investigators of 'Ndrangheta drug activities was the proprietor of a small furniture business in Griffith, Donald Mackay. He began urging action on drug activities in the Griffith area in 1973. Concerning Judge Newton's sentences on cannabis producers in May 1974, Bottom (1988, p. 18) reports that Mackay complained that young persons charged by local police with smoking marijuana had got heavier fines and sometimes imprisonment. Mackay's wife, Barbara, wrote to the Police and Justice Minister in the Askin Government, John Maddison, to say that the contrast in sentencing was 'alarming', but Maddison appears to have thought Newton's sentences were about right; he did not seek heavier sentences in the Appeal Court.

Mackay got a tip in 1975 about a major cannabis plantation in the vicinity of Coleambally, 60 kilometres south of Griffith. He did not inform Griffith detectives, three of whom later went to prison for corruption, but went to Sydney and helped organise a raid by selected Drug Squad detectives, including Ron Jenkins and Michael Drury, the same Drury who was shot nine years later to prevent him giving evidence against a Melbourne drug-dealer. The detectives raided the plantation on Monday 10 November 1975. Its size, 31.5 acres, and value, then said to be worth $80 million [$306.4 million at 1993 rates] wholesale, were stunning; in 1993, a single cannabis plant produced marijuana worth $2000 on the street. At the March 1977 trial of the five arrested at Coleambally, Judge Jack Newton permitted defence solicitors and barristers, over Detective Jenkins' objections, to peruse his notebook, which contained Mackay's name as the informant. Sentencing the four found guilty, Newton said it was very sad to see 'respectable' men growing cannabis for money, and recommended that they do the time (two got five years, two got two years) on prison farms.

The lack of concern evinced by Menzies and other politicians about 'Ndrangheta had a further effect soon after the Coleambally trial: it was decreed that Mackay was to get the white lupara(he was to be murdered and the body was not to be found). The police chief's friend, Trimbole, asked Tizzoni to procure an assassin. Through gunsmith George Joseph, Tizzoni hired Jim Bazley, a veteran soldier of the Melbourne dock wars of the early 1970s. A jury later found that Bazley murdered Mackay in Griffith on Friday 15 July 1977. The body was never found but there was enough blood and other evidence to indicate that Mackay had been shot. A Homicide officer, Joe Parrington, was in charge of the Mackay investigation, without success, for seven years.

Call for the Governor General to sack the Parliament

All I have asked for is a police search warrant to expose what alleged members and associates of Hells Angels protect in Kings Cross.

Today the Sgt Kirby said when the case is opened it is shut down.  Why?  Alleged system where under 141a Police Act no further investigation if we expose the alleged drug money payments.

I know this gang will stop the money when their prize possession is taken from the hidden subfloor compartment and shown to the world what game of slaughter they play.

I call again for the Govenor General to sack the Premier of NSW and Federal Parliament because the Police search warrant isn't hard to ask for when your a police officer.  Yet if this X marks the spot exposes this gang for the collecting of the skulls and bones as they bragged about to me and sent terror through my family then shouldn't it be searched for the safety of the next person.

The police today explained that Kings Cross Police will be shutting down all investigations, the excuse was the Financial Ombudsman has not done the right thing by you.  I sent the reports to the police however the Police took no notice of me as the SGt Kirby explained as the order has to come from the Commander of Kings Cross Police Station for the Police Search warrant for Juanita Nielsen where she went missing on the 4 July 1975 and where today her house was heritage listed as the reporter said she was the Martor exposing this gang to all the authorities.

Well the pattern to the murders I have studied from 2009 and when one unsolved case links time and time again to the pattern I call the Scorpion Rituals then we have a gang that is causing havoc to the streets not just of Sydney around the world.  Yet the subfloor compartment in Kings Cross within 6/34-36a Darlinghurst Road will expose this gang and the Holy Graal bloodline they work to protect.

The Commander of Kings Cross Police I was told was not in, the highest person who would see me is Sgt Kirby who said he was waiting for me to come to kings Cross.  Shame, he couldn't ask for the police search warrant for an Heiress who went missing visiting a premises in Roslyn Street which was under the control of Abe Saffron.  Like the footpath said, Abe Saffron knew people in high places.  Something must still be their otherwise the Police wouldn't care about exposing it.

I allege it's not just Juanita Nielsen they will find in the subfloor compartment.

What I am saying is we have a level of corruption that links to allegedly Deputy Nick Kaldas, howeverr in the Police turning a blind eye shows what I was saying within Juanita Nielsen case of Detective Inspector Ian MacDonald, related to Superintendant Sue Waites, Detective Inspector Mark Howard.  The NSW Ombudsman said to me, the police to investigate.  However nothing happens, this is the same Police Station where the Royal Commission of Wood's was centred about.

However we have to look at the Position that Deputy Commissioner Nick Kaldas is meeting with Barry O'Farrell, Minister of Police and he is then aware of what is happening with the alleged bikies that seem to have exploded the drug trade in Sydney and with the shootings we have a problem.

You send an email to the Prime Minister, after desperation, that first one was 1 August 2012 where the inactions of the Police were the way.  Hurstville Police say there is evidence, they could catch the guy.  I can see him when I go down to Woolloomooloo or if you walk to Kings Cross you will see Sammy Sweet the right hand person for Johnny unique for the alleged drug network control.

This evidence could be quickly examined by the Judge David Patten as with many of the investigations, the alleged Outlaw gang members are given the immunity I do not know Phuong NGO however everyone is entitled to a fair hearing.

We have a drug network today on the ground running wild.  Deputy Nick Kaldas was allegedly noted as involved with corruption and Ibrahim for the drug network back when the Police offices were bugged.  This is an ongoing issue, when it's this same person who allegedly has been able to manipulate many of the large drug deals that I have heard about on the ground from the drug runners.  It's this system that protects them.

Beverley Park man charged with commercial drug supply - SCC Gangs Squad

A 44-year-old Beverley Park man has been charged with commercial drug supply offences following a three month police investigation.

In April of this year, the State Crime Command’s Gangs Squad formed Strike Force Halidon to investigate a drug supply syndicate operating out of Sydney’s southern suburbs.

Around 6.15pm yesterday (Thursday 26 June 2014), detectives from the Gangs Squad arrested a 44-year-old man at a property on Peace Avenue in Peakhurst.

Officers subsequently executed a search warrant at the property, locating and seizing:

- Approximately 11 ounces of cocaine;

- Small amounts of methylamphetamine;

- 600 rounds of .45 calibre ammunition;

- 200 rounds of .22 calibre ammunition;

- Numerous items associated with the supply of illicit drugs; and,

- A 2014 Subaru WRX.

Detectives also executed a search warrant at a property on Harslett Avenue in Beverley Park, locating and seizing cash and documents.

The 44-year-old man was taken to St George Police Station where he was charged with commercial drug supply and dealing in the proceeds of crime.

He was granted bail to appear in Sutherland Local Court on 17 July 2014.

The investigation by Strike Force Halidon continues and more arrests are expected.

Two police officers will appear in court following investigations into alleged misconduct.

The alleged offences took place on Tuesday 5 November 2013 while they were on duty.

Officers from the Professional Standards Command began an investigation and issued court attendance notices to the officers, both male senior constables, yesterday (Thursday 1 May 2014).

Both officers were charged with neglect of duty while one was also charged with misconduct in public office (common law).

The men, attached to the Southern Region, will appear at Downing Centre Local Court on Tuesday 17 June 2014.
